What year and by what president was clemency granted DDogers?

I need this information for a book I am writing about a draft dodger's daughter (second generation) and what it was like for them (i.e. the men themselves and their new families to return to the country they had left for so many years.) I am Canadian. Were they welcomed, shunned, out of step with the times? How did they assimilate back into their culture? How did it affect their children? I am writing specifically about a man who left Seattle to live on Vancouver Island with other ex-pats. Certainly the 'scene' would be different than when he left. Did people want to hire him? Was he ostrasized? Please, specifics about the exact year the clemency was offered I am sorry but I can't even remember the specific President. Was it Regan? This may seem like a lot but if there is anybody out there who has insights from either side of the political fence I would be interested to know. Thanks for letting me post my questions.
