who conduct the war in the south?

During the 60 and 70, in the South the vietnamese cannot choose the leader to wage the war. The regime was corrupt but there were able people who were put aside for some reason... We were not able to known the criterias to put people to the government. The ordinary people in the South never believed that Communist was evil (they still are).
