How about the rotation policy?

It appears to me that the Idiotic rotation policy has to figure into the equasion some way. What idiot would propose to send his experienced personnel home after they had just figured out how to fight the damned war. If it wasn't being used to train and get as many individuals some combat experience as possible what purpose did it serve? Was this another example of the political nature of the war? Did we want to scare the Russians with the sheer number of combat trained veterans we had?
