provides foster care, child protective services and preventive and adoptive services for
over 50,000 NYC children and their families. Responsibilities
included preparing forecast of agency expenditures ($400 million in FY 1984), forecasting
caseload trends, monitoring agency expenditures on a program specific basis, and
reviewing legislation and regulations relating to children and foster care and analyzing
fiscal impact of proposed and newly adopted legislative changes.
Additional responsibilities include
representing OMB in policy making arenas, including the Audit Review and Appeals
Council for Child Caring Agencies, annual contract and rate negotiations with private
agencies, and intergovernmental liaison with State officials on the development and
implementation of model foster care budgets.
