QUALITY STANDARDS FOR BASIC SKILLS

Small groups are essential in basic skills if students . . . are to receive the appropriate amount of individual attention.  If a group is too large students . . . tend to "drop out" for lack of teacher support often after making very little progress."

Where the majority of basic skills students are at a higher level learning groups of one teacher to a maximum of 10-12 students would be considered appropriate [italics added].
