Bureau of Bilingual/ESL Education
The Bilingual Education Act (N.J.S.A. 18A:35-15
and P.L. 1974, c.197) was enacted to ensure that students of limited English
proficiency (LEP), are provided instruction in their native language in
order to develop academic skills while acquiring English language skills.
The responsibility of the office is to provide assistance to local districts
in designing and implementing educational programs that will meet the needs
of limited English proficient students and to assure compliance with state
and federal regulations. Such assistance is provided by formal and informal
technical assistance, regional workshops, conferences and publications.

Instructional Methodology
CRITICAL THINKING
http://chiron.valdosta.edu/whuitt/col/cogsys/critthnk.html
Critical thinking is an important issue in
education today
http://eduscapes.com/tap/topic69.htm
Benjamin Bloom
(1956) developed a classification of levels of intellectual behavior in
learning. This taxonomy contained three overlapping domains: the cognitive,
psychomotor, and affective. Within the cognitive domain, he identified six
levels: knowledge, comprehension, application, analysis, synthesis, and
evaluation. These domains and levels are still useful today as you develop
the critical thinking skills of your students.
Critical thinking
involves logical thinking and reasoning including skills such as comparison,
classification, sequencing, cause/effect, patterning, webbing, analogies,
deductive and inductive reasoning, forecasting, planning, hyphothesizing,
and critquing.
While
critical thinking can be thought of as more left-brain and creative thinking
more right brain, they both involve "thinking." When we talk about HOTS
"higher-order thinking skills" we're concentrating on the top three levels
of Bloom's Taxonomy: analysis, synthesis, and evaluation.

PROBLEM BASED LEARNING (PBL)
Problem Based Learning
An instructional method that uses complex,
real-life problems (which usually become projects) to motivate learning and
provide learning
experiences: the projects are authentic, yet adhere to a curricular
framework. Project-based learning is a model for classroom activity
that shifts away from the classroom practices of short, isolated,
teacher-centered lessons and instead emphasizes learning activities that
are long-term, inter-disciplinary, student-centered, and integrated with

Reading
The Lexile Framework
for Reading is a scientific approach to reading measurement
that matches readers to text. The Lexile Framework measures both reader
ability and text difficulty on the same scale, called the Lexile scale. This
approach allows educators to manage reading comprehension and encourage
reader progress using Lexile measures and a broad range of Lexile products,
