I was the Security Police Law Enforcement Desk Sgt when the man got shot in the fence-line. Two night prior to that incendent he had been picked up for curfew violation and was given the spank on the hand, probally why he tried the fence line. If I remember correctly he was in "Top Cham" visiting on of the local ladies. When I talked to him the night he was wrote-up I thought he was a little strange. In after thought I wish we had been a little more aggressive about getting him some medical or psychological help.
