No, he is not right. I hear frequently about the US Postal Service "losing" items--but have never had that experience despite corresponding around the world. In fact, as example, I got mail to and from Falkland Islands _during_ the Falkland Islands war, despite the fact the mail had to go through--in both directions--Argentina.
More: if you want to know how many "jobs" the Defense Dept. has, research the agency; it isn't only "10".
Begin by getting a basic education in how our system functions--i.e., read the US Constitution. Then read up on administrative agencies and how they function.
You'll learn from that basic education in civics, and how the system and those agencies function, that "conspiracy" is virtually impossible--not only because of bureaucratic inefficiences but also because of rivalries between them: one agency is bound to expose any other that "conspires".
In short, democracy, as so many presidents have discovered, is a leaky boat from which "secrets" routinely leak.
