Especially if the US President gives the okay to overthrow the elected head of that country. Case in Point: John F. Kennedy's approval for the coup against Ngo Dinh Diem which lead to the assassination of Diem who had been President of South Vietnam for six years. This blunder resulted in a power vacuum within the South Vietnamese government with the government changing hands almost every three months. Because of the instability within South Vietnam, it became America's war at this point. The added irony in all of this is, that the square outside of Saigon's main Catholic Catherdral, was named John F. Kennedy Square!
