What the americans don't realise is their fear of the soviet bloc is still costing them $4billion per year.

In that sentence look closely at the word IS.

Just think of what your country could do with $4 billion, every year.

The americans are paying the Russians, who they bankrupted $4 billion.

So you spent billions of $'s bankrupting the soviet union by building weapons you don't need, then you pay $ billions to protect the weapons which were built to use against you. Why because YOUR government is scared they will be used against you.

Now tell me how clever is that.
