It is amazing to say that the American govt. owes the Hmong people but it is not always the truth. The Hmong people had a country in China thousands of years ago but was kicked out of China for not wanting to become part of the Chinese people. The Hmong people fought in wars but lost and escaped to Laos, Vietnam and other places in the southeast. That was a long time ago that it happened. Then in the 1970s' when the Vietnam War was going on we fought for the country of Laos so that we could live in the country. The Americans wanted us to fight with them so that we could not be ruled by the communists but we lost the war and the Americans abondoned us in Laos. So we escaped to Thailand and from there we came to the United States as refugees. So the American govt. do not owe us but we belong to America and America is now also our country.
