Clarification

I would like to clarify my wording, what I meant when I said small countries was small when it comes to economic values, Mexico is a relatively poor country and therefore to a degree depends on the united states. It is through this means that america can blackmail other countries with aid or sanctions.

America has promised 6 billion dollars of grants to turkey for their help in the forthcoming war, however, this is linked with 20 billion dollars in loans which, will reap america a lot more that 6 billion. Is that a sufficient answer to small or should I refine my answer a little more?
