Are the American Soldiers responsible for their children left in Vietnam?

   I am a mother of 2, whose married to a Amerasian. His mother was left behind by an American soldier who made her many promises. My husband knows his father's name rank and where he' from, but can't seem to locate him. He's dealing with many identity problems. The Vietnam government kicked him and other children like him out of Vietnam in 1988.
  The Vietnam government tried to get rid of all the memories of the war, which these half black,white,latinos, and others reminded them of. I ask, " Where do they pick the pieces?"
A country in which wants nothing to do with them via another country who throw them to the wolves. Are they automatically American Citizens? What type of help is out there for them?
Where is their home? Where do they belong? Are they Americans or Vietnemese? Somebody tell me something!!!!!!! Vietnam a country in which refused any education or jobs;therefore, children left on the street hungry and cold. Children who are beaten,laughed at, spit on,stepped on, and just really abused.
   Yes, we say "I'm sorry for the soldiers pain." What about the children left behind in a country so cruel of how they exist? My husband is going through the heart ache and pain of two wars. The first in Vietnam growing up and the other America. Of course we are the land of opportunity, but what help do you give to deal with all the mental or physical abuse handed out to these children. Americans have to take some kind of admittance for these children.
