I don't know that I can take on the question of why the United States entered the war, nor can I speak for the photographer, but I wanted to respond, on my own behalf, to your questions and comments about the nature of these photographs, and the fact that they aren't other than they are. It's probably not a very profound point, but it seems to me that, just as there were many children over there, there were many aspects to the situation (of the children and others), and that it makes sense for a photographer to let the subject matter speak to him or her, not to make a point of making sure that it looks a certain way. Perhaps this also reflects what I feel I see in the pictures - namely, children in a time of war, from whose expression and appearance I feel I'm learning something about their experience. In other words, I guess I make the assumption that this is all taking place against that backdrop. These are of course not photographs of war atrocities, but I don't think that the existence of a non-combat photographic record of children is without value (at least to me).
