Adopted from Vinh Long

I know you are also adopted from Vietnam. I was adopted in early 1974 by an American Family out of St. Louis. I am now 30 years of age, I am currently in the U.S. Air Force which I have been employed since 1991. I am currently stationed at Eglin AFB in Fort Walton Beach, FL. I have talked to my mom about searching for family in Vietnam, and she has always supported me on this whenever I was ready, but I don't know where too start. The only thing I have from Vietnam is my birth certificate with only my mother's name and my birth name(Vietnamese of course). I'm sure both of those pieces of information are critical, but I just don't know where to start. If you could just lead me in the right direction, that would be great. Thank you for you time...
