Gus, you're right. General Schwartzkoff said it best: "War is basically a political act." Let me add that, having made the decision to make war, the politicians should then turn the job over to those trained to do so. One of the problems we had in Viet Nam was the constant, daily meddling of the politicians. Johnson saw himself as a military genius. He wasn't. He should have left the job up to the Generals. The Generals, on their part, could not have very effectively objected to Johnson's mishandling, because of our civilian authority over the military. This is an arrangement I support, and the fact the military and its boys did as well as we did under the circumstances is a testament to our mettle.
